The Queen and Lord Treasurer's Remembrancer

The QLTR is the Crown office-holder responsible for claiming objects for the Crown under the law of Treasure Trove and bona vacantia. The role of the QLTR also includes deciding on the allocation of objects to museum and the payment of rewards to finders. In carrying out his responsibilities the QLTR is assisted and advised by a solicitor and SAFAP.


Treasure Trove Unit

The TTU has three staff:

The Treasure Trove Unit (TTU) is responsible for the day-to-day operation of the Treasure Trove system in Scotland. The TTU also acts as secretariat to the Scottish Archaeological Finds Allocation Panel (SAFAP).


Scottish Archaeological Finds Allocation Panel

The Panel comprises a Chair and five Panel members. The Chair and Panel members are appointed by the Scottish Ministers except in the case of the two ex-officio representatives from the National Museums of Scotland (NMS) and the Scottish Museums Council (SMC) who are nominated by the directors of these institutions on behalf of the Scottish Ministers. Members are voluntary and receive no payment for their services.

The Panel's role is to advise the Queen's and Lord Treasurer's Remembrancer (QLTR) on the valuation and allocation of items claimed by the Crown as Treasure Trove.

The Panel meets three times a year to deal with treasure trove cases and meets annually with the QLTR. Additional meetings are held in accordance with workload demands.
